[SMM Hydrogen Energy Policy Update] Mengzhou, Henan: Notice on Several Policies to Support the Development of Hydrogen Energy Industry in Mengzhou City

Recently, the People's Government Office of Mengzhou City issued the Notice on Several Policies to Support the Development of Hydrogen Energy Industry in Mengzhou City, which will be valid for five years.

The Notice states that it will support project recruitment. Focusing on areas such as hydrogen production equipment, storage equipment, transportation equipment, refueling equipment, core parts and equipment for fuel cells, key materials, and hydrogen energy services, it will strengthen project recruitment efforts.

For manufacturing projects with equipment investments of 50 million yuan or more, subsidies will be provided at 2% of the equipment investment amount, with a maximum subsidy of 5 million yuan per project.

For hydrogen energy production service projects in areas such as inspection and testing, vehicle operation, and safety maintenance, if the investment amount for new projects reaches over 10 million yuan, and the projects have been completed, accepted, and put into use, and have passed the review, subsidies will be provided at 2% of the actual project investment amount (excluding land costs), with a maximum subsidy of 1 million yuan per project.

It will support key enterprises in the hydrogen energy sector to strengthen technological innovation, product innovation, quality innovation, brand innovation, and business model innovation. For hydrogen energy industry projects with investments exceeding 500 million yuan, R&D subsidies of up to 50 million yuan will be provided in the form of inclusive policies to encourage the development of the hydrogen energy industry.

It will support the demonstration and application of hydrogen fuel cell vehicles. It will support the construction of a hydrogen energy and fuel cell demonstration park in the high-tech zone, and actively coordinate matters related to land use, construction approval, and standardized management for hydrogen energy industry projects and hydrogen refueling stations. It will vigorously promote the application and popularization of hydrogen-powered vehicles in areas such as urban public transportation, commuter buses, sightseeing vehicles, urban sanitation vehicles, and municipal dumper trucks. For those who update to hydrogen fuel cell vehicles and continue to operate them, subsidies will be provided at a certain proportion in accordance with relevant national, provincial, and municipal policies.

It will support the construction of hydrogen refueling stations. It will encourage the renovation and expansion of existing gas stations, gas filling stations, and charging stations to include hydrogen refueling facilities. It will optimize the approval process for hydrogen refueling station construction and support the reservation of space for hydrogen refueling facilities in newly built gas stations, gas filling stations, and charging stations. It will support the participation of state-owned capital or social capital in the construction of hydrogen refueling stations, and provide subsidies at a certain proportion for newly built, renovated, and expanded hydrogen refueling stations that meet the requirements, in accordance with relevant regulations.
